Menorca or the French Riviera: price per m², privacy and quality of life

The French Riviera offers prestige, year-round city life and an international airport minutes from Monaco, but at prices per square metre three to eight times higher than Menorca's and with far more density. Menorca offers privacy, a protected landscape and open sea at a much lower cost, in exchange for fewer services and flights out of season.

For anyone looking for a family home on the Mediterranean, with a garden, a pool and sea views, the question is not which is "better", but what you value more: the Riviera scene or the silence of an island.

How much does a square metre cost on the Riviera compared with Menorca?

In the Riviera's best-known enclaves, house prices are several times Menorca's. According to PAP, using July 2026 data, houses in Saint-Jean-Cap-Ferrat averaged €38,884/m², with an average of €14,884/m² across all property types. In Saint-Tropez, Efficity estimated around €17,690/m² for houses in its western urban area in September 2026.

At the very top, figures soar: Engel & Völkers' Waterfront 2026 report put asking prices for the most exceptional properties at up to €113,000/m² in Saint-Jean-Cap-Ferrat and €61,000/m² in Saint-Tropez.

In Menorca, RealAdvisor estimated an average of €4,901/m² for houses in Es Mercadal, the municipality of Coves Noves, in October 2026, and €5,738/m² in Sant Lluís, the island's most expensive. Even with the upward trend shown in 2026 data, the gap is enormous.

What taxes do you pay when buying in France and in Menorca?

In France, buying a resale home incurs "frais de notaire" of 7% to 8% of the price. Most of this is transfer duty: since the 2025 Finance Act, almost every département applies 5%, with the Alpes-Maritimes among the few keeping 4.5%. New-build homes sold off-plan (VEFA) carry 20% French VAT within the price and reduced duties of about 0.7%.

In Menorca, a new home bought from the developer pays 10% VAT plus 1.5% stamp duty (AJD), or 2% if it is worth €1 million or more. A resale home pays transfer tax (ITP) on a sliding scale from 8% to 13% in the Balearics. We set this out in Taxes when buying a new home in Menorca.

And every year, once you own the property?

In France, the real-estate wealth tax (IFI) applies above €1.3 million of net property assets, at rates from 0.5% to 1.5%, and also reaches non-residents on their French property. The proposal to turn it into a tax on "unproductive wealth" was left out of the Finance Act enacted in February 2026. Second homes also still pay taxe d'habitation.

In Spain, a non-resident owner pays non-resident income tax each year on a deemed income of 1.1% or 2% of the cadastral value: at 19% if resident in the EU or EEA, or 24% otherwise, which is the rate for UK and US residents. For wealth tax, the Balearics have applied a €3 million allowance since 2024; whether that allowance applies to you as a non-resident is something to confirm with your tax adviser.

Where will you find more privacy?

In Menorca, simply because of scale. The Côte d'Azur (Alpes-Maritimes and Monaco) exceeded 12 million tourists in 2025, and Nice airport handled 15.23 million passengers. Menorca received 993,640 tourists between January and July 2025, and its airport 4.2 million passengers over the whole year.

On the Riviera, the most exclusive villas usually sit on heavily built-up peninsulas, surrounded by roads and close neighbours, and privacy is bought with walls and large plots. In Menorca, a Biosphere Reserve since 1993 with much of its coast undeveloped, privacy largely comes with the surroundings.

When should you NOT choose Menorca over the Riviera?

The Riviera has real advantages Menorca cannot offer:

  • Global connections all year. Nice has long-haul flights, including a seasonal route to Washington, and is under an hour by road from Monaco and Italy.
  • Urban and cultural life in winter. Nice, Cannes and Monaco keep restaurants, opera, events and top international schools open all year.
  • A very liquid luxury resale market, with a steady flow of international buyers.
  • If you want to let the house to holidaymakers, new holiday-rental homes in Menorca are currently suspended under Balearic Law 3/2022.

From the island to the north coast: Coves Noves

For a buyer coming from the Riviera, Menorca's north coast tends to surprise by what it lacks: congested coastal roads, rows of villas in view, summer traffic. Coves Noves, in Es Mercadal, is a residential area above the bay of Port d'Addaia, about 20 minutes from the airport, with a residents' club and Son Parc golf course close by.

The LLUM villas are being built there, designed by architect Álvaro Ferrándiz, who spent almost a decade at Foster + Partners: four detached houses with 353 m² of indoor and terrace space, four en-suite bedrooms and an infinity pool, facing the sunrise. More on The villa.

Conclusion

The French Riviera is an excellent choice if you want an intense international life all year and are prepared to pay several times more per square metre for it. Menorca is the choice if you are after what the Riviera can no longer offer at any price: space, silence and an island protected in its entirety. For the price of an average house on Cap Ferrat, Menorca buys a villa with open sea views and plenty to spare.

Frequently asked questions

Is it cheaper to buy a villa in Menorca than on the French Riviera?

Much cheaper. In July 2026, PAP put the average house price in Saint-Jean-Cap-Ferrat at €38,884/m², and Efficity estimated about €17,690/m² in Saint-Tropez. In Es Mercadal (Menorca), RealAdvisor estimated €4,901/m² for houses in October 2026.

What are purchase costs in France and Spain?

In France, a resale home incurs 7% to 8% in frais de notaire; a new one, 20% VAT within the price plus about 0.7% in duties. In Menorca, a new home pays 10% VAT plus 1.5% or 2% stamp duty; a resale home pays Balearic transfer tax of 8% to 13% on a sliding scale.

Do non-residents pay wealth tax in France or Spain?

In France, IFI applies to non-residents on French property when net real-estate assets exceed €1.3 million, at 0.5% to 1.5%. Spain has a wealth tax too; the Balearics set a €3 million allowance. How it applies to each non-resident should be checked with a tax adviser.

Which airport has more connections, Nice or Menorca?

Nice, with 15.23 million passengers in 2025 and long-haul routes, against 4.2 million in Menorca. In summer Menorca has direct flights to many European cities, including the UK; in winter, connections concentrate on Barcelona, Madrid and Palma.

Can you live in Menorca all year as you would on the Riviera?

Yes, at a different pace. Menorca has a hospital, schools and full services in Maó and Ciutadella, and 2,632 hours of sunshine a year according to Spain's met office (AEMET). What it does not offer in winter is the urban and cultural life of Nice or Monaco, or their flight connections.
